I have the honour to state that the
General Committee and the Shipping Comittee of the Chamber have now had an opportunity of carefully considering the "Minority Report" of the Piracy Regulations Committee, submitted to the Government by Mr. Neilage S. Brown under cover of a letter dated
January 10th, 1925.
I am directed to state that the Report
has the unanimous approval of both Committee.
The Chamber confirms the opinion it has always held, and many times expressed in letters to the Government, that it is urgently necessary to proceed
--
on the lines recommended in the "Minority Report", with the assistance of the Admiralty, with a scheme for the improved protection of the Canton River, Delta, and Coastal "Danger Zone" by means of increased Navel Patrols and to take into consideration, at the same time, reason- able medification of the present onerous Piracy Prevention Regulations, the disadvantages of which are clearly set forth in the "Minority Report".
The Chamber strongly endorses the suggestion that the Report be issued for publication as
soon as possible.
